Is Canada Still Worth It for Pakistani Students in 2027? Where Study Permits Are Still Being Approved
Canada has cut the number of new international students hard since 2024. But the door has not closed evenly. Master’s and PhD students now get an easier path, while college diplomas face the steepest cuts.

The big picture
Canada introduced a cap on study permits in 2024 and has tightened it every year since. Figures reported from IRCC in September 2026 show about 80% fewer new international students arriving between January and July 2026 than in the same period of 2024. At the same time, IRCC reports that master’s and doctoral students made up 21% of new permits in the first half of 2026, up from 12% a year earlier.
In short: Canada now wants fewer students, but more of them at graduate level.
Master’s and PhD programmes at public universities are where permits are still flowing.
Good news for master’s and PhD applicants
No PAL needed: students in a degree granting master’s or doctoral programme at a public designated learning institution (DLI), starting on or after 1 January 2026, do not need a provincial or territorial attestation letter.
Outside the cap: because they skip the PAL, these students are not competing for a provincial allocation.
Quicker PhD processing: IRCC has reported processing of about two weeks for PhD applicants.
Private colleges and diplomas: the PAL exemption does not cover college diplomas, certificates or private institutions. Those applicants still need a PAL and face the tightest limits.

Who should choose Canada in 2027
Strong fit: graduates with good grades applying for a thesis or professional master’s at a public university, and PhD applicants with funding.
Possible fit: bachelor’s applicants to public universities with strong academics and clear funds, if the province still has PAL space.
Weak fit today: diploma and certificate programmes at private colleges, especially with gaps in study or thin funds.
Families: spouse work permits are now limited to certain programme types, such as longer master’s and doctoral programmes. Check the current rules for your exact programme before you plan to travel together.
No, if it is a degree granting master’s or doctoral programme at a public DLI starting on or after 1 January 2026. Other programmes still need a PAL or TAL.
